At various times during the coronavirus outbreak the number of people allowed to gather has fluctuated. Wearing face coverings or masks has also added to the "new normal" of regulations on public gatherings and public places. Within that more general context, the Town faces numerous non-public health related issues on the use Specific questions about the size, scale, type, and duration of events and activities at town facilities are evident. As are questions about staff commitments and the current rental fee structure. Parks and open spaces are a public good available to everyone, sO itisreasonable that public tax revenue support them. Atthe same time, cost recovery for specific private enjoyment compared to some level of public subsidy should be addressed. The current $50.00 flat fee, waived for not for profit organizations, may result in an over-dependence on public subsidy when the full cost of events and activities is To help shape discussion staff proposes the following items for consideration. No doubt there are others, and a variety of stakeholders' input is advised before formal changes and rental of Town facilities and the events held at those facilities. taken into consideration. are made to the current rental and facility uselevents process. Are town facilities appropriate for all-year use or should an "event season" be in place, with potential exception granted for certain seasonal-specific events? What type of events are the town facilities practically able to host? The current rental process effectively turns over the facility for the entire day. Should a specific time duration be set for facility rental? Since many events are currently held on weekends, when staff typically is not available on regular duty, should the town consider having a designated events coordinator staff position (part-time seasonal) to manage and coordinate the various aspects of hosting events, including public health requirements in place Should the town consider a required co-sponsorship of non-tamily-Dased events (birthday parties, baby showers, wedding anniversaries, etc.) to control advertising and public content messaging about events held on town property? Pending mayor and council discussion and direction, staff recommends keeping the current hold on facility rentals inj place until September 30, 2020. Staff anticipates bringing this item back before mayor and council for follow up and additional consideration. during the current emergency?
