Parks and Recreation Architectural Design Liaison update Secretary Radzikinas stated there were no updates at this time. B. Discussion of evaluation of precinct and polling places Director Smith stated as discussed in the last meeting Concord Baptist Church is no longer available to serve as a polling location. She said staff has reached out to several other places to find a replacement. Director Smith said she met with county management and county commissioner and they have been very helpful. Director Smith also stated the construction schedule for Sawnee Mountain Community Building estimates construction completion at the end of February 2024. She said staff has been in search of a possible emergency alternate location in the area to serve as a polling place for the Presidential Preference Primary (PPP) only. Director Smith said staff were also notified the Central Park Recreation Center cannot be guaranteed to be available for the Presidential Preference Primary. Vice Chairman Natt asked if we can put a temporary building at Sawnee Mountain Park. Director Smith said this is not the preferred solution, but it Member Tucker asked how many voters will be impacted at the Sawnee polling location if it becomes necessary to relocate the polling place for the is on the table if necessary. C.A Advance Voting for 2024 election cycle Regarding the use of the City Recreation & Parks facility, Chairman Luth stated she did not want to spend the money to use their facility for Advance Voting. She said we can increase the number of machines at the Elections Office to accommodate additional voters. City of Cumming November 7, 2023 Municipal General Election Director Smith stated Logic & Accuracy testing is complete, signage has been put up at City Hall and a Voter Information Guide has been posted to our webpage. She said the voter registration deadline is October 10 and Advance Voting starts October 16. Director Smith said we have received four absentee ballot applications from eligible voters. Director Smith asked Vice Chairman Natt with a second from Chairman Luth made a motion that certification of the City of Cumming November 7, 2023 Municipal the BRE to set a date for certification. They have reviewed both lists and Logic & Accuracy (L&A) testing of the election equipment to be used in the election The deadline to register to vote or make changes to a voter's record and have them be in effect for the upcoming election is Tuesday, October 10, 2023. Advance Voting is set to begin on Monday, October 16, 2023 at 8 a.m. at the Forsyth County Elections Office located at 1201 Sawnee Drive. All Advance Voting for this election willi take place at the Elections Office. Advance Voting hours are 8 a.m. to 5 p.m. Advance Voting will take place between Monday, October 16 and Friday, November 3; including two Saturdays, October 21 and 28; and Sunday, August 21, 2023 was the first day to accept absentee ballot applications. As of October 2, our office has received four absentee ballot applications for eligible October 27, 2023 is the last day to accept absentee ballot applications. Election Day is Tuesday, November 7, 2023. Cumming City Hall will be open for Certification ofi the election results will take place on Tuesday, November 14, 2023. The BRE will set the time and location of the meeting today. Note: the deadline to validate provisional ballots and to cure absentee ballots per O.C.G.A. 21-2-386 and 2-2-419 is Friday, November 10, 2023. Due to the Veteran's Day holiday on Friday, November 10, 2023 these deadlines are moved by operation of law to Monday, November 13, 2023. The deadline to certify the election per O.C.G.A. 21-2-493 is Monday, November 13. Because of provisional ballot validation and absentee ballot curing extensions make the certification deadline impossible to meet, the deadline for counties to certify election results is also extended by 24 hours to Tuesday, November 14, 223 at 5p.m. by operation of law. October 22. voters. voting on Election Day from 7:00 a.m. to 7:00 p.m. Polling Places and Precincts The proposed changes to municipal precinct lines for the City of Cumming and county precincts 07-Cumming and 16-Otwell were approved by the Board of Commissioners (BOC) on September 7, 2023. The affected voters were updated in GARViS and precinct cards are being mailed to notify them of the change in Election Day precinct and polling place. Efforts to find a suitable replacement polling place(s) for the Concord area have continued. Int the month of September staff were also notified that Central Park Recreation Center could not be guaranteed to be ready to serve as a polling place for the March 2024 Presidential Preference Primary. Additionally, the construction schedule for Sawnee Mountain Park Community Building (current polling place for the 15-Sawnee precinct) may render it unavailable for use during the Presidential Preference Primary. The schedule estimates construction completion at the end of February 2024. As this is very close tot the March 12, 2024 election date, staffhas been in search ofan alternate location in the area to serve as a polling place for the Presidential Preference Primary. Staff have put in amazing effort to process most of the voter registration applications that needed to be processed into GARViS. Staff are regularly processing all types of voter registration applications and are routinely conducting list maintenance activities. Most remaining data entry have contact dates from the month of September. The SOS releases updates to the system regularly and staff communicates issues we encounter. Procedures are being updated to reflect the layout and workflow of GARVIS. As discussed in last month's BRE meeting, the SOS mailed 2,618 NGE (No Contact for 2 General Election Cycles) confirmation notices the week of July 24. On September 7& 9, 2,537 voters were removed from the Forsyth County voter rolls based on no response from the NGE notices. These voters would need to re-register to vote to be on the voter rolls. 42 of the 2,537 voters were registered within the city limits of Cumming. Our office mailed 2,910 No Contact confirmation notices on Thursday, August 10, 2023. Voters who did not respond to the No Contact notice or have not updated their voter registration record by Wednesday, September 20, 2023 were scheduled to be moved to inactive status. On September 20, 2023, approximately 2,806 Forsyth County voters were moved from active to inactive status based on no response to the No Contact mailings. These voters are not removed from the voter rolls. Any updated activity such as completing a voter registration application, voting, or responding to the confirmation notice will update the voter's record to active status. 77 of the 2,806 voters are registered within the city limits of Cumming. On September 28, 2023 our office mailed confirmation notices to 4,327 Forsyth County voters due to National Change of Address (NCOA). There are two types of NCOA confirmation notices: moved out of county and moved out of state (2,279 Out of County, 2,048 Out of State). SOS staff have trained that these voters will be placed on a 50-day clock to avoid conflicts with election certification and voter credit assigned to voters who The SOS mailed approximately 38,000 in-state mailers on September 28, 2023 to registered voters in Georgia that appear to have a more recent update to their residential or mailing address at the Department of Driver Services (DDS). These are not confirmation notices. These are informational postcards, and the affected voters are not placed on a clock in GARVIS. The postcard encourages voters to access MVP to update their voter information. SOS has not yet provided a list oft the voters who are being mailed vote in the November 2023 elections. these postcards. Two pieces of equipment that required additional attention were sent to Dominion Voting Systems for repair. Those repairs were completed, and these pieces of equipment are tagged to undergo SOS acceptance testing prior to being used for an election. Logic and Accuracy (L&A) testing on the equipment to be used in the City of Cumming Municipal General Election was conducted between September 25 and 29. Staff successfully tested 16 Ballot Marking Devices, 4 Ballot Scanners, 8 Electronic Poll Books, and 1 High Speed Scanner. No issues to report. SaT/Sofwarelardware Building Update Disaster Recovery Training/Outreach Four New Poll Worker Preview Sessions were held in September. There were 23 attendees between the four sessions.
