Call Meeting to Order Chairman Luth called the meeting to order at 9 a.m. II. Pledge of Allegiance III. Adoption of Agenda Vice Chairman Natt with a second from Assistant Secretary Thalimer made a motion to amend the agenda to add to IV. Adoption of Minutes: A. 1. Special Called meeting minutes of November 1, 2022 Motion carried unanimously. Member Tucker with a second from Assistant Secretary Thalimer made a motion to add public comment to New Business B- Discussion of December 6, 2022 General Election Runoff Risk Limiting Audit. Motion carried unanimously. Vice Chairman Natt with a second from Assistant Secretary Thalimer made a motion to adopt the agenda as amended. Motion carried unanimously. IV.: Adoption of Minutes A. Monthly meeting of November 1, 2022 Vice Chairman Natt with a second from Member Tucker made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. Called meeting of November 8, 2022 Member Tucker with a second from Assistant Secretary Thalimer made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. C.Called meeting of November 15, 2022 Member Tucker with a second from Assistant Secretary Thalimer made a Vice Chairman Natt with a second from Secretary Radzikinas made a motion to amend the minutes to add the Vote Review Panel names to those present at the meeting. Motion carried unanimously. The original motion as amended carried unanimously. D. Special called meeting of November 15, 2022 motion to adopt the minutes as prepared by staff. Vice Chairman Natt with a second from Member Tucker made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. Disaster recovery discussion This item will move to the Director's Report in January 2023. B. Parks and Recreation Architectural Design Liaison update Secretary Radzikinas and Director Smith reported there is no update at C.F Recap of November 8, 2022 General Election and Special Election 1. November 8, 2022 General Election risk limiting audit this time. Chairman Luth said all went well and the staff worked hard to prepare for a successful election. She also stated the risk limiting audit went well Member Tucker asked Director Smith the cost of conducting a risk limiting audit. Director Smith stated the audit was built into the budget but would provide Member Tucker information on the cost. D.F Recap of December 6, 2022 General Election Runoff and results were correct. The Board reflected on their experiences at the polls and conversations Member Tucker asked Director Smith if there were any issues with using the cellular poll pads during Advance Voting. Director Smith said not that Vice Chairman Natt asked Director Smith if there was any follow up from the state inspector who was called to the Brandywine Precinct. Director with poll workers and voters. she was aware or was reported. Smith said she has had no contact from the state. E.S Status of resolution from November 15, 2022 meeting Attorney Pachuta said the resolution was discussed at the December 6, 2022 work session but will be on the Board of Commissioners consent agenda December 15, 2022 for final approval. VI. New Business A. 2023 Board of Voter Registrations and Elections Meeting Calendar Director Smith presented the Board with the proposed 2023 meeting calendar. The calendar showed the regular meeting in July and November held on the second Tuesday of the month due to the July 4 holiday and the possible City of Cumming election on November 7. Assistant Secretary Thalimer with a second from Member Tucker made a motion to adopt the 2023 meeting calendar as prepared by staff. Motion B. Discussion of December 6, 2022 General Election Runoff Risk carried unanimously. Limiting Audit Chairman Luth stated the risk limiting audit for the December 6 General Election Runof was called by the state and strongly suggested every county participate. Chairman Luth asked the Board if they wanted to do a second risk limiting audit of the advance voting tabulators because cellular poll pads were used as part of a beta test during Advance Voting. Member Tucker read some statistics of the U.S. Senate race and said she does not think a second audit is needed. She said if the Board approves a second audit it should be Advance Voting tabulators audited because of the beta test of the cellular poll pads. She also said it should be done after Chairman Luth said the audit has nothing to do with the results of the election and that she is confident in the election results. Chairman Luth asked Director Smith if the cellular poll pads will be required by the state Director Smith stated all the poll pads will be switched out and it is up to each county whether they use the cellular feature and whether the Chairman Luth thinks a second audit should be done because we ran a beta test with the new cellular poll pads. Member Tucker said she is opposed to a 100% audit of the Advance Voting ballots. Director's Report December 13, 2022 Board Members The BRE Resolution seeking to amend local law amendments previously considered by the BRE was considered by the Board of Commissioners at their December 6, 2022 Work Session. This resolution intends to: amend the pay scale of BRE members to align with county population; remove the 6 month waiting period a BRE member is currently required to wait before qualifying to run for office; and adjust the start time of BRE members to allow for more time on the board before a scheduled election is likely to take place. The BOC voted unanimously to approve the Resolution as presented. Current filled staff/positions: 11 full-time (0 unfilled) and 6 part-time (2 unfilled). December 31 is also the first time candidates who did not win their election can submit a termination report in order to end their reporting requirements.
