MINUTES FORSYTH COUNTY CIVIL SERVICE BOARD REGULAR MEETING AND HEARING THURSDAY, OCTOBER 12, 2023 AT 10:00 A.M. FORSYTH COUNTY PUBLIC SAFETY COMPLEX 3520 Settingdown Road, Cumming, GA 30028 MEMBERS PRESENT: Tim Perry - Chairman, Jerry Bowman - Vice Chairman, Terry Smith - Member, Rich Neville- - Counsel, Kathy Echols- Clerk; GUEST: Charity Clark -1 Director, Forsyth County Employment Services I. Call Meeting to Order Chairman Perry called the meeting to order at 10:00 a.m. II. Adoption of Agenda A motion was made by Mr. Bowman with a second by Mr. Smith to revise the agenda to add Board consideration to change the date for the November meeting. All were in favor and the revised agenda was adopted unanimously. III. Adoption of Minutes Regular Meeting - September 7, 2023 presented. Motion passed unanimously. IV. Items for consideration and discussion: There was a motion by Mr. Smith with a second by Mr. Bowman to adopt the minutes as (1) Attorney Updates - Richard Neville, General Counsel/Fearing Officer (2) Administrative Updates - Kathy Echols, Civil Service Board Clerk No updates Ms. Echols stated the updates to the Civil Service Handbook were approved and the handbook has been updated on the County Intranet for the employees. Ms. Clark stated the revised handbook distributed in inclusive of changes to. Policy 2 updating the election process oft the county employee representative and the timeframe for when the Civil Service Board elects' officers. These changes were approved by the Board of Commissioners and distributed to the Civil Service Board members. (3) Update on Civil Service Employee Representative Election Ms. Echols stated Mr. John Mullin was elected by the majority ofthe Civil Service employees. His four-year term will begin on October 16, 2023. (4) Change the November meeting date from November gth to November 16th. Forsyth County Civil Service Board Meeting October 12, 2023 There was a motion by Mr. Bowman with a second by Mr. Smith to change the November meeting date from November gth to November 16th. Motion passed (5) Mr. Bowman asked the Board to consider a modification to Civil Service Policy 2, Section 2(a). As the policy does not currently prohibit employees of governmental agencies other than Forsyth County from running for election, there is a likelihood of ap perceived conflict ofinterest. Mr. Bowman made a motion that the Policy be changed to prohibit anyone who is employed by any governmental agency in any jurisdiction from running for or being elected to the Civil Service Board in Forsyth County. The motion was seconded by Mr. Smith. Discussion was held. Motion passed unanimously. Chairman Perry directed staff to draft some policy language Chairman Perry stated what an honor it had been to serve on the Board for a little over ten (10): years. He stated hel had served on a lot ofl Boards and that this one has been the best one. Ms. Clark spoke on behalf of the employees that they are very appreciative of his service as their representative on the Board. Mr. Bowman thanked Chairman Perry for his service and stated it had been an honor to serve with him. Mr. Neville thanked unanimously. and bring it back to the Board for consideration. Chairman Perry for allowing him to serve as the hearing officer. VI. Executive Session VII. Adjourn No Executive Session was held. Mr. Smith made a motion to adjourn the meeting with a second by Mr. Bowman. Motion passed unanimously.
