Chairman Luth called the meeting to order at 9 a.m. II. Pledge of Allegiance III. Adoption of Agenda Vice Chairman Natt with a second from Assistant Secretary Thalimer made a motion to move agenda item IX prior to Old Business. Motion carried 4-0 with Chairman Luth with a second from Member Tucker made a motion to postpone the Election of Officers to the February 7, 2023 regular board meeting. Motion carried 4-0 with Secretary Radzikinas absent. Vice Chairman Natt with a second from Assistant Secretary Thalimer made a motion to adopt the agenda as amended. Motion carried 4-0 with Secretary Secretary Radzikinas absent. Radzikinas absent. IV. Election of Officers Postponed until February 7, 2023 V. Adoption of Minutes A. Called meeting of December 12, 2022 Vice Chairman Natt with a second from Member Tucker made a motion to adopt the minutes as prepared by staff. Motion carried 4-0 with Secretary Radzikinas absent. B. Regular meeting of December 13, 2022 Vice Chairman Natt with a second from Member Tucker made a motion to adopt the minutes as prepared by staff. Motion carried 4-0 with Secretary Radzikinas absent. Agenda Item IX was discussed at this time. VI. Old Business A. Parks and Recreation Architectural Design Liaison update Director Smith stated there was no update at this time. B. Recap of risk limiting audit and additional audit Chairman Luth reported the audit went smoothly and did not take a long time to complete. She said it showed the. Advance Voting equipment worked well. Member Tucker stated it was an 11 hour day and 48% of all ballots cast were counted. Member Tucker asked Director Smith if the poll pad printers have to be used going forward. Director Smith stated as of now the Secretary of State's Office is not requiring us to use the printers. Member Tucker asked Director Smith if we have to purchase Advance Voting applications. Director Smith said as of now the Secretary of State's Office supplies the Advance Voting applications as well as the voter certificates on Election Day. She said we still printed many of our own Advance Voting applications in order to preprint certain pieces of information ("Forsyth", today's date, and date of election). Vice Chairman Natt reported regarding the supplemental audit we counted 19,910 ballots. He said our counts had 12,859 ballots for Walker, 7,044 for Director Smith stated the poll pads have already been traded for the Additional board discussion took place regarding cellular poll pads. Voter Registrations & Elections Department Director's Report January 3, 2023 Board Members The BRE Resolution seeking to amend local law amendments previously considered by the BRE was signed by the Board of Commissioners. The Director will submit to the Current filled staff/positions: 11 full-time (0 unfilled) and 6 part-time (2 unfilled). Staff will present suggested precinct and polling place changes starting with the February Ethics Reporting /Candidate Qualifying Campaign Contribution Disclosure Reports (CCDR) are due on December 31, 2022 for elected officials and candidates for whom 2022 is their election year as well as those for whom 2022 is not their election year. Those who have previously submitted an Affidavit Not to Exceed $2,500 in Contributions and/or Expenditures are not required to submit a CCDR. December 31 is also the first time candidates who did not win their election can submit a termination report in order to end their reporting requirements. Election Equipment/Supplies IS&T/Software/Hardware Building Update Disaster Recovery This item has been moved from Old Business on the regular monthly meeting agenda to the Director's Report. Staff will apply lessons learned in the recent election cycle to The Director as well as two Coordinators will be attending the training being held by the Secretary of State's (SOS) Office on GARVIS and ePulse later this week. The Georgia Association of Voter Registration and Election Officials (GAVREO) conference willl be held February 12 through 15, 2023. The Director and three Coordinators are set to attend this conference in person. Additionally, one staff member will be signed up to attend virtually so that all staff can watch the classes. BRE member attendance will be disaster recovery plans for future elections. Training/Outreach finalized in today's meeting. Uerkvitz Challenge submitted November 11, 2022 Challenger Uerkvitz stated she had received the letters mailed by our office and the challenged voter does not live at her address. Chairman Luth asked if the challenged voter had tried to vote in the December 6 General Election Runoff. Director Smith said she had not tried to vote but had voted in the November 8 General Election which was Chairman Luth with a second from Member Tucker made a motion to remove voter Celia Cody from the voter rolls.
