MINUTES FORSYTH COUNTY CIVIL SERVICE BOARD THURSDAY,NOVEMBER 16, 2023 AT 10:00 A.M. FORSYTH COUNTY PUBLIC SAFETY COMPLEX 3520 Settingdown Road, Cumming, GA 30028 REGULAR MEETING Present: Jerry Bowman, Vice Chairman; Terry Smith, Member; John Mullin, Member; Jack Allen, Alternate Member; Richard Neville, Counsel; Kathy Echols, Clerk; Charity Clark, Director - Employment Services I. Call Meeting to Order The meeting was called to order at 10:00 a.m. II. Adoption of Agenda There was a motion to modify the agenda to include the introduction of the members of the Board and visitors by Mr. Smith with a second by Mr. Bowman. Motion passed unanimously. III. Adoption of Minutes Regular Meeting - October 12, 2023 There was ai motion by Mr. Smith with as second by Mr. Mullin to adopt the minutes of the October 12th meeting. Motion passed unanimously. IV. Items for consideration and discussion: (1) Member Introductions Due to New Member to Board (Added Item) Mr. Bowman introduced himselfa and stated he had been on the Board for eight years. He explained he is the neutral member and is appointed by the Elected Official Representative which is Mr. Smith's seat and the Employee Representative which is Mr. Mullin's seat. Mr. Smith introduced himself. He stated he had been on the Board since 1997 and had served in every capacity oft the Board. Mr. Mullin introduced himself. He stated he was the former Director of Code Compliance. Mr. Allen introduced himself and stated that he had been on the Board for four years. Mr. Neville introduced himself and stated he is the Hearing Officer and Counsel to the (2) Attorney Updates - Richard Neville, General Counsel/Hearing Officer (3) Administrative Updates - Kathy Echols, Civil Service Board Clerk There was one update regarding an informal appeal. (4) Adoption oft the 2024 Civil Service Board Meeting Calendar Meeting Calendar as presented. Motion passed unanimously. Board No updates There was a motion by Mr. Smith with a second by Mr. Mullin to adopt the 2024 Page 1 of3 Forsyth County Civil Service Board November 9, 2023 (5) Revision to Civil Service Policy 2, Section 2 (Civil Service Board Appointment and Ms. Echols stated the proposed change to Policy 2, Section 2 was to change the wording from "have been a salaried employee ofForsyth County during the three (3) months immediately preceding his or her appointment" to "have been an employee of any governmental entity during the twelve (12) months immediately preceding his or her appointment". Discussion was held. Mr. Smith made a motion to approve the change to Policy 2, Section 2 with a second by Mr. Mullin. Motion passed (6) Revision to Civil Service Policy 3, Section 2 (Initial Probationary Period) Ms. Clark presented the change to the Board. She stated it was to make it clear that if an employee has completed an initial probationary period and a position probationary period and ifthat employee were rehired that initial probationary period would restart. There was a motion by Mr. Smith with a second by Mr. Mullin that the Vice Chairman Bowman asked ifthere was any other business. Ms. Echols stated she missed an item under the Administrative Updates. She stated there had been an informal appeal filed by an employee that was terminated. The informal appeal was in the Election Procedures) unanimously. revision be adopted.
