Motion carried 4-0 with Assistant Secretary Thalimer absent. VI. Old Business A. Parks and Recreation Architectural Design Liaison update Secretary Radzikinas said there was no update. Vice Chairman Natt stated the county is seeking federal funding for the renovation of the Matt School House. He asked Secretary Radzikinas if we could inquire about using the facility as a future polling location. B. Discussion of evaluation of precinct and polling places Director Smith reported staff had visited seven locations and looked at possible changes to the layout of the room, set up equipment and took pictures and videos. She stated many of the locations could benefit from additional circuitry and asked if the Board if they endorsed the use of county funds to add this circuitry. Director Smith stated with more circuits Vice Chairman Natt stated he does not know the cost but is concerned about spending money for circuitry at Sharon Springs Park because the Director Smith stated she would find out the cost of installing additional circuitry. C. Discussion of 2024 budget Director Smith told the Board the focus for the 2024 budget is a poll worker management system ideally to include online training, payroll and an inventory program. She said staff is also looking at whether to process absentee ballots inhouse or to have them outsourced. She said the process of acquiring any new software involves Procurement, IS&T, Finance and the County Manager. Chairman Luth asked Director Smith what her steps were in securing additional personnel. Director Smith said it depends on the direction staff goes with the poll worker management program and whether absentee ballots stay inhouse or are outsourced before she can determine if Vice Chairman Natt stated he agrees with advancing technology and would like for Director Smith to bring back a timeline to the Board at their next meeting detailing the steps involved with acquiring and implementing Vice Chairman Natt also asked for Director Smith to have ready at the April 4, 2023 meeting any personnel requests for 2024. Vice Chairman Natt asked Director Smith if she spoke with Employment Services about the poll workers using direct deposit. Director Smith said she had a meeting with Employment Services and that may be possible but would be having further discussions. He also asked Director Smith if she had spoken with county management regarding adding a second location on the SPLOST IX list of projects. New Business A. Discussion of social media platforms Vice Chairman Natt stated his opinion that the Voter Registrations & Elections Department should have their own Facebook page and Twitter account. He said we should be able to post any important items without going through the Communications Department. Director Smith said the Communications Department does a phenomenal job and are very willing to work with us. She also said they had a very good meeting about this topic but is not sure we would be ready to handle our own social media Member Tucker asked if there was a staff member dedicated to communicating with the Communications Department. Director Smith prior to 2024. stated it depended on the topic. B. Discussion of voter registration list maintenance Director Smith told the board staff had reviewed all the returned mail and had sent courtesy letters to anyone who had a possible out of state forwarding address. She stated staff is also reviewing commercial address points sO they can send a courtesy letter to those registered at a possible commercial address. Director Smith said the Board can provide guidance in terms of any sort of challenges for those people who do not respond to Vice Chairman Natt asked Attorney Jarrard ifVoter Registrations & Elections can be notified when there are new residential zonings approved. Attorney Jarrard said he does think the information will eventually trickle down to staff but does not think the route is direct. He said there is a way to make that request buti it needs to be part of a bigger discussion with the Board of Elections and the County to make sure the Chairman Luth asked Director Smith her thoughts on voter registration going digital. Director Smith said she is not opposed given the department scans voter registration applications and other supporting documentation. C. Discussion of list of challenged voters affected by Georgia Election Code O.C.G.A. 21-2-229 - February 6, 2023 Wexler Challenge Member Tucker stated 26 addresses on the challenged list pursuant to O.C.G.A. 21-2-229 have already been updated and a total of 34 addresses have been updated which includes the challenged list pursuant to O.C.G.A. 21-2-230. This is based on the additional research conducted by staff and indicated on the spreadsheet provided to the BRE members. As instructed by the SOS, Staff concluded all registration activities in ENet on Tuesday January 31. Access to GARViS opened on Monday February 6. To date, staff have processed a minimal amount of voter registration applications. Staff has communicated issues with GARVIS to the SOS department. The SOS has communicated with all 159 counties the weekly and sometimes daily updates/additions made to the GARViS system. Staff anticipate resuming actively processing voter registration applications as additional changes are made to the GARViS The statistics above are not included in today's Director's Report as we are not currently able to produce the reports needed to generate the above activity statistics. The SOS system. team has provided regular updates with all county offices on the improvements being made to GARViS. Improvements on all reports has been identified on the "Up & Coming" enhancements to GARVIS. Election Equipment /S Supplies Routine charging and inventory of the touchscreens and printers are in progress. Any pieces of election equipment identified needing possible repairs or additional attention will be handled accordingly upon the completion of the charging/inventory process. Charging and inventory of ballot scanners and UPS units will be conducted next. S&TISoftware/Hardware Building Update Disaster Recovery Training/Outreach The Georgia Association ofVoter Registration and Election Officials (GAVREO) conference was held February 12 through 15, 2023. The Director as well as the three Coordinators attended in person. Director Smith served in the role of GAVREO President and was responsible for leading this conference. Staff and BRE members One-on-one conversations were held with 21 poll managers to hear their feedback on their experience as a poll manager during the November and December 2022 elections. Their input has been valuable in helping us to prepare for training poll workers for future Staff will be holding Management Review sessions with poll management to follow up Staff is in the process of preparing and planning for poll worker recruitment for future elections. New Poll Worker Orientation Sessions are to begin in spring 2023 before school is let out.
