Forsyth County Board of Voter Registrations & Elections Special Called Meeting June 20, 2022 at 1 p.m. Forsyth County Arts and Learning Center 1150 Dahlonega Highway Cumming, Georgia 30040 MINUTES Present at the meeting: Barbara Luth, Chairman Joel Natt, Vice Chairman Carla Radzikinas, Secretary Dan Thalimer, Assistant Secretary Anita Tucker, Member Mandi Smith, Director Carol Balcome, Assistant to the Director Karen Pachuta, Attorney, Jarrard & Davis I. Call Meeting to Order Vice Chairman Natt called the meeting to order at 1 p.m. Vice Chairman Natt stated Chairman Luth was running late. II. Pledge of Allegiance Ill. Adoption of the Agenda Secretary Radzikinas with a second from Member Tucker made a motion to adopt the agenda as prepared by staff. Motion carried 4-0 with Chairman Luth Secretary Radzikinas with a second from Member Tucker made a motion to recess the meeting at 1:02 p.m. until Chairman Luth arrives. New Business A. Discussion on Whether to Conduct an Audit of One or More Contests from the June 21, 2022 General Primary Runoff and Parameters for Choosing a Contest to Audit* Public Comments were made by the following individuals: Jerry Marinich Ray Moyers Brent Cox Laurie Niedfeldt Randy Ingram Elizabeth Jorgensen J.J. Jorgensen Tess Sharp Liz Barrett Chairman Luth entertained comments from the Board. Member Tucker said the Secretary of State will be requiring an audit in November. Member Tucker asked Director Smith if there were any issues with names on the ballot during the last election. Director Smith reported Secretary Radzikinas stated she was open to discussing an audit but the Board needs to figure out the exact process before she can make a decision to perform an audit; whether it is now or another time. Assistant Secretary Thalimer said he had worked as a poll worker and assistant manager and has sat through certification. Assistant Secretary Thalimer also stated the equipment is tested for every race and every Chairman Luth stated we do Logic and Accuracy testing on every machine and it is open to the public. Chairman Luth also said it is important for people to see the steps taken to test all the equipment. Vice Chairman Natt said if we are to conduct an audit it would be an additional expense that was not in the budget, but this is the taxpayer's most important department next to public service and does not think the taxpayers would complain about expending the funds. Vice Chairman Natt also stated Mr. Cox asked for an audit of his district which is in two counties. Mr. Cox said the other county declined to audit his race. Vice Chairman Natt said he made changes on the procedures of counting the ballots with a second team that will recount and verify. He said the Board will need to have a policy for future audit requests.
