Parks and Recreation Architectural Design Liaison update Secretary Radzikinas said she had a nice conversation with Interim Parks & Recreation Director Laura Pate and emphasized to her our need for circuitry in their facilities. Interim Director Pate said she will make our needs noted. Secretary Radzikinas reported there was no additional news regarding any park facilities. B. Discussion of evaluation of precinct and polling places Director Smith reported staff continued the mock setup visits to polling locations in March and setups continue in April. She said she has reached out to Public Facilities regarding the need for additional circuitry at county- owned polling locations. Director Smith stated staff continues to consider changes to precinct lines based on the addition of the Central Park Recreation Center as an Election Day polling place. She also said staff has a meeting next week with the City of Cumming to discuss the use of their recreation and parks facility as a polling place in 2024. C.D Discussion of 2024 budget Director Smith said she anticipates requesting in the 2024 budget a poll worker pay increase, additional seasonal staff member hours and possibly Director Smith asked the board for direction on what they want budgeted for Advance Voting locations, days and hours for the 2024 elections. Director Smith discussed the number of Advance Voting locations in 2020 but said the number was excessive because of Covid restrictions. Member Tucker asked Director Smith how many Advance Voting locations she had in the proposed 2024 budget. Director Smith stated seven but she isnot proposing seven Advance Voting locations. Member Tucker stated she feels like another Advance Voting location needs to be added to the an additional part-time staff position. estimated seven Advance Voting locations. The Board discussed whether additional locations could be secured and whether any additional park facilities could be used for Advance Voting. Vice Chairman Natt said he agrees with Director Smith budgeting for seven locations. Chairman Luth said to budget seven locations for the Vice Chairman Natt stated three weeks of Advance Voting including two Saturdays and one Sunday should be budgeted for the three main elections. Chairman Luth asked Director Smith to budget for all three advance voting weeks and for budgeting purposes to keep the hours Assistant Secretary Thalimer asked Director Smith if there was a cost- savings using the cellular poll pads in the December run-off election. Director Smith said with only one week of cellular poll pad use she was unable to see a cost-savings. Assistant Secretary Thalimer asked if the budget will be reduced because of the cellular poll pads. Director Smith said she does not see cellular poll pad use reducing the budget. Member Tucker asked Director Smith if runoff elections were budgeted. Director Smith stated she budgets separately for runoff elections. Vice Chairman Natt asked Director Smith if she budgeted for three risk- limiting audits. Director Smith said she had budgeted for three audits. Vice Chairman Natt asked Director Smith for the definition of seasonal staff. Discussion of board details on departmental webpage Director Smith asked the board if they would like their term dates, bylaws and enabling legislation added to the Voter Registrations & Elections webpage. Director Smith mentioned an email previously sent to the board asking if they would like to discuss their bylaws on an annual basis. After board discussion it was agreed to have their bylaws added to the July Vice Chairman Natt asked Director Smith is the Secretary of State budget included funds for replacement of the UPS batteries. Director Smith said she was told the full budget did not get approved and the Secretary of State's Office was trying to find funding for the replacement batteries but Vice Chairman Natt asked Director Smith to add to the May 2, 2023 agenda discussion of HB 717. More detail is provided in the Voter Registration update. Voter Registration The transition in statewide voter registration systems from ENet to GARVIS continues. Staff resumed processing some voter registration applications during the last week of March 2023. The Secretary of State (SOS) releases updates to the system regularly and staff communicates issues we encounter. Procedures are being updated to reflect the layout and workflow of GARVIS. List maintenance activities are paused and will be **Statistics not included as we are not currently able to produce the reports needed to generate these statistics. The SOS team has provided regular updates with all county offices on the improvements being made to GARVIS. Improvements on all reports has Routine charging and inventory of the touchscreens and printers are in progress. Any pieces of election equipment identified needing possible repairs or additional attention will be handled accordingly upon the completion of the charging/nventory process. Charging and inventory of ballot scanners and UPS units will be conducted next. We are proud to be the new home of a very patriotic egg. Poll management provided valuable feedback to help us prepare for poll Staff visited the three Forsyth County Recreation Centers and met with Parks and Recreation staff to discuss setting up tables for poll worker recruitment and voter Staff is in the process of preparing and planning for poll worker recruitment for future elections.
