Call Meeting to Order Chairman Luth called the meeting to order at 9 a.m. II. Pledge of Allegiance III. Adoption of Agenda Assistant Secretary Thalimer with a second from Secretary Radzikinas made a motion to adopt the agenda as prepared by staff. Motion carried unanimously. IV. Adoption of Minutes A. Monthly Meeting of June 7, 2022 Vice Chairman Natt with a second from Assistant Secretary Thalimer made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. B. Special Called Meeting of June 20, 2022 Vice Chairman Natt with a second from Secretary Radzikinas made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. C. Called Meeting of June 21, 2022 Assistant Secretary Thalimer with a second from Vice Chairman Natt made a motion to adopt the minutes as prepared by staff and to include the Unofficial Election Summary Report with the minutes. Motion carried unanimously. D. Called Meeting of June 24, 2022 Vice Chairman Natt with a second from Assistant Secretary Thalimer made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. V. Old Business A. Disaster Recovery Discussion Chairman Luth stated the disaster recovery plan is ongoing due to new polling locations. Vice Chairman Natt requested to attend the next generator testing. B. Parks and Recreation Architectural Design Liaison Update Secretary Radzikinas reported there was no update. Member Tucker asked about the status of Sharon Springs Park. Director Smith said she has been emailing Director of Capital Projects John Jefferson regarding the status of the construction at Central Park and Sharon Springs Park. Director Smith encouraged the Board to monitor the Capital Projects webpage to see updates Vice Chairman Natt asked Director Smith to relay to Mr. Jefferson the importance and estimated completion dates on current projects. of having a building at county parks to support our needs. C. Recap of the June 21, 2022 General Primary Runoff Director Smith stated overall the election went well and there is more information in the Director's Report. Chairman Luth said election night went smoothly. Vice Chairman Natt stated he was concerned there was road construction at the Lanier Precinct polling location which could have kept voters from voting in a timely manner. Vice Chairman Natt asked Director Smith to check with the Engineering Department before the November election for possible road construction on Election Day for polling locations with only one ingress/egress. Member Tucker stated she feels observers are too close to the cage room on election night and that observers should be completing a sign in sheet or swearing to an oath because they are close to live ballots. Vice Chairman Natt said the statute says an observer with an official letter from the party shall have access to all tabulation areas. Vice Chairman Natt recommends our legal counsel offer the Board guidance on this issue. He also said staff and Board members entering the cage room should swipe their county access card soa record is kept of those entering. VI. New Business A. Discussion Regarding Advance Voting Locations and Times for the November 8, 2022 General Election* Chairman Luth recognized those making public comments: Tracy Ann Moore-Grant Pratik Jhanb Liz Barrett Chairman Luth stated there are many days to vote and there is vote by mail. Chairman Luth also said she supports 3 weeks of Advance Voting, both Saturdays but does not support Sunday voting. Member Tucker stated the turnout on Sunday during the May Primary was split between parties and the poll workers were happy with shorter hours. Member Tucker reported she calculated the direct cost per voter in the May 15, 2022 (Sunday) voting to be $3.82/voter. Member Tucker said she supports Sunday voting and extended hours during the three weeks of Advance Voting. Vice Chairman Natt said there is a cost factor with Sunday Voting. He said it costs $1200 for 300 votes not including staff time and does not show value. Vice Chairman Natt asked Director Smith to research the availability of the following locations to serve as Advance Voting locations for the November General Election: Coal Mountain Park Community Building, Sharon Forks Library, Cumming Parks and Recreation Building, and the Forsyth County Arts and Assistant Secretary Thalimer said he believes there will be an avalanche of people voting and to prepare for maximum staffing and hours. Learning Center. Secretary Radzikinas stated there is a poll worker shortage and to possibly look at using county employees. She also stated a study was done a few years ago and opening at 7 a.m. is not effective due to the lack of voter turnout between 7 a.m. and 8 a.m. Director Smith stated the poll workers would have to be here at Vice Chairman Natt asked Director Smith to set up a meeting with the poll managers the last week in July sO he and Member Tucker can have a conversation with them regarding their thoughts on hours for Advance Voting. The Board will discuss this item again at their August 2, 2022 Regular Board 5:30 a.m. ift the polls open at 7 a.m. Meeting. VII. Director's Report Director Smith presented the Director's Report. On June 10, the SOS provided an update on their plans for implementing GARVIS. The current schedule is for counties to start using the system for daily voter registration activities in February 2023. We will continue to use Enet throughout the end of the year and through any possible Runoff(s) in the Cross State Confirmation Notices were to be mailed by the SOS on June 14 and 15 (1475 Forsyth County voters were mailed Notices according to the information published by the SOS). Additionally, the SOS has announced they are issuing Confirmation Notices to those voters due to National Change of Address (NCOA). 3178 Forsyth County voters will be mailed NCOA Notices per the SOS. These Notices were set to enter the mail stream between June 22 and 2022 election cycle. June 30, 2022. Chairman Luth replied yes, the voter will be cancelled. Member Tucker said the state's maintenance of the voter rolls makes the voter's record inactive and then cancels their record after lack of activity for 2 general election cycles. Member Tucker then made a motion to do the same with those voted on today. Vice Chairman Natt stated the motion is out of order because the purpose of the hearings today pursuant to 0.C.G.A21-2-229 is to strike the voters names from the rolls.
