Old Business A. Parks and Recreation Architectural Design Liaison update Secretary Radzikinas stated she had no updates. Vice Chairman Natt asked Director Smith to inquire with Parks & Recreation before the next meeting to get a true timetable on what the county is planning at Central Park. Director Smith stated she has been in contact with Parks & Recreation and they assured her Central Park Recreation Center would be available for use as an Election Day polling place in 2024, if needed. Vice Chairman Natt also asked Director Smith to check on the status of Sawnee Mountain Park. Director Smith said she was told the renovations would be complete between the 4th quarter of this year to the 1st quarter of next year. B. Discussion of evaluation of precinct and polling places Director Smith reported equipment setups have continued through April and will continue into May. She stated she has reached out to Public Facilities to request additional circuitry in some of the county-owned facilities. Director Smith said she has reached out to Parks & Recreation to see if they are agreeable to the additional circuitry. Director Smith stated Central Park Recreation Center is still a possibility for a polling location. She said staff also had a very successful meeting with Browns Bridge Church during the month of April. Director Smith said the church is under new leadership and they are willing to serve as an Election Day polling place. Director Smith said internally we are evaluating which of these two locations will best suit the needs of the area. Vice Chairman Natt asked Director Smith if the governing body of Browns Bridge Church was on board with the use of their facility as an Election Day polling place. Director Smith said knowing the history she made sure to discuss this issue with their leadership and there were no issues brought to her attention. Vice Chairman Natt also stated that one of the reasons the church chose to no longer serve as a polling place in the past was their concern about campaign signs on church property. Director Smith explained the rules regarding campaign signs and indicated this was briefly discussed with church leadership when she met with them last month. Director Smith reported she met with the City of Cumming Parks & Recreation staff about using their event center as a polling place. She reported their staff is agreeable to the use of this facility as a polling place for Advance Voting and Election Day starting with any election this November through the 2024 election cycle at a cost of $25,500. Director Smith said this cost was not included in the department's proposed 2024 budget as it was received after the budget was submitted. Director Smith said if this is something the Board wants to pursue, she will need to ask Director Smith said once the board decides on the number of Advance Voting locations, days, and hours for the 2024 election cycle she can ask the City Recreation and Parks staff for a revised quote if the Board chooses to pursue using their facility as a polling place. Director Smith next discussed First Redeemer Church. She said the church is willing to participate in the 2024 elections as an Election Day polling place except for the June 18, 2023 Primary Runof Election because of vacation bible school. Director Smith said she has reached out to the Board of Education Chairman Light and School Superintendent Bearden to possibly use Big Creek Elementary School as an emergency polling place for the June runoff election and they have agreed to allow us Vice Chairman Natt with a second from Member Tucker made a motion to empower the director to establish Big Creek Elementary School as an emergency polling place for the June 18, 2023 Primary Runoff Election. Member Tucker asked if the Board was going to discuss Advance Voting Ino order to secure Advance Voting locations and know the exact costs, Director Smith informed the board decisions about Advance Voting days, hours and locations need to be made sooner rather than later. She inquired as to when the Board plans to make these decisions to see howi it Vice Chairman Natt discussed the public input and feedback form that was on the county website in 2022 regarding Advance Voting. He said he would like a similar form posted to capture the community's thoughts on Advance Voting days, hours and locations. Vice Chairman Natt asked Director Smith to work with the IS&T Department to produce a survey form to put on the county website and social media with a link to the survey. Discussion of 2024 budget Director Smith provided the Board with a packet of budget information and stated she had met with the Finance Department regarding the proposed 2024 budget. She said she had budgeted for seven Advance Voting locations, open every day from 8 a.m. to 7 p.m. and 30 Election Day polling locations. Director Smith said the main concern from the Finance Department was the estimated budget for poll worker pay. She stated she included a $10 raise for each position, increased from $20 per poll worker training session to $25 per poll worker training session and budgeted for fully staffed polling locations. She said this amount totaled $1.9 million. Director Smith asked the Board to come back with their thoughts on Chairman Luth asked Director Smith if operating expenses were covered. Director Smith said the operations budget included ballot boxes and scanners and other items to cover the addition of a couple of polling Member Tucker asked Director Smith if our poll worker salaries were in line with other counties. Director Smith said we are competitive with other counties. She said the counties that pay more give the poll workers more Vice Chairman Natt said he thought the 2024 performance measures for the projected number of registered voters was low. Discussion of special called meetings for potential voter challenges Director Smith stated this item was added for discussion on whether the Board wanted to have separate meetings set for voter challenges. Chairman Luth stated we set separate meetings for challenges in 2022. Director Smith stated the requirements for the Board to set a hearing date for those voter challenges submitted pursuant to O.C.G.A. 21-2-229. Vice Chairman Natt stated this item is the same as the New Business A.1 item he added previously and would be discussed at the same time. Vice Chairman Natt said he feels that any challenge that comes in two weeks prior to a regular board meeting should be heard at that board meeting. He said his party would suffer since he travels for work if additional meetings were held. Attorney Tracy stated the statute says the hearing date must be set within 10 days. Director Smith said she has been reaching out to the challenger to see if they are agreeable to waive the ten-day requirement and have the challenge placed on the agenda for the next scheduled board meeting. The board continued a discussion amongst themselves and with staff on the timeframe a challenge is received and when to hold the meeting. Vice Chairman Natt with a second from Secretary Radzikinas made a motion to empower Director Smith to follow current practice and ask the challenger if they would waive the 10-day requirement and if they do not agree a special called meeting date will be set. Addressing voter addresses with challenges Vice Chairman Natt with a second from Member Tucker made a motion to empower Director Smith and the Registrar the ability to dismiss challenges pursuant to O.C.G.A. 21-2-229 when the voter on the challenged voter list has moved out of the county or are Attorney Tracy said this is absolutely an efficient way to handle this because the statue is very clear that only a Forsyth County elector can challenge a Forsyth County elector. She said if staff has found evidence the voter has moved out of the county or are registered to vote somewhere else that will moot the challenge. Attorney Tracy said the challenger should be notified these challenges are administratively dismissed because the voter is no longer on the voter rolls. She said if the challenger objects, these challenges would need to be brought to the Board for action. Director Smith clarified the staffs practice which is to not make any changes to the challenged voter list as it is submitted by the challenger to minimize confusion. Any names for voters who are no longer registered to vote remain on the list; however, staff indicates the voter's status on the list presented to the board. Chairman Luth said a report will need to be given to the Board with the names that have been removed from the challenge. Attorney Tracy said after the list has been presented the Board will need to vote to ratify the list. Voter Registrations & Elections Department Director's Report May 2, 2023 Board Members House Bill 776 seeking to amend local law amendments regarding the Forsyth County BRE was passed by both the House and the Senate in the 2023 session. As of last Friday, the General Assembly website does not indicate the legislation has been signed by the Governor; the BRE will be updated once it is signed. House Bill 837 was dropped on March 27, 2023 to amend the provisions relating to the start and end date of BRE members as it was set in HB 776. HB 837 will come before the General Assembly Member Anita Tucker was re-appointed for another term by the Forsyth County Democratic Party. Her appointment was ratified by the Board of Commissioners (BOC) at their work session on Tuesday, April 25, 2023 and appears on their consent agenda in next year's session. for the May 4, 2023 meeting. Invitations to the event were emailed in the month of April. The event is set to take place on May 16 at the Conference Center at Lanier Technical College. As of Monday, May 1, over Staff is in the process of preparing and planning for poll worker recruitment for future elections. New Poll Worker Preview Sessions are to begin later in Spring 2023.
