Chairman Luth called the meeting to order at 9 a.m. II. Pledge of Allegiance III. Adoption of Agenda Secretary Radzikinas with a second from Member Thalimer made a motion to adopt the agenda as published. Motion carried unanimously. IV. Adoption of Minutes A. Regular meeting of March 5, 2024 Vice Chairman Natt with a second from Assistant Secretary Tucker made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. B. Called meeting of March 12, 2024 Assistant Secretary Tucker with a second from Secretary Radzikinas made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. C. Called meeting of March 18, 2024 Vice Chairman Natt with a second from Secretary Radzikinas made a motion to adopt the minutes as prepared by staff. Motion carried unanimously. V. Public Comments The following persons addressed the Board: Frank Schneider Anita Erickson Deborah Stair James Hendrix Linda Hendrix (all speakers were Forsyth County residents) VI. Old Business A. Recap of March 12, 2024 Presidential Preference Primary Director Smith reported she is finishing the reconciliation reports and is moving Assistant Secretary Tucker asked Director Smith if any challenged voter tried to Vice Chairman Natt asked Director Smith if she would provide him the cost of the PPP. Assistant Secretary Tucker asked the Director to also include on with her preparations for the next election. vote in the PPP. Director Smith stated they did not. uncompensated overtime in her costs. B. 2025 Budget Director Smith stated the deadline to submit the 2025 budget is April 10. She also said we will present the budget to the Budget Finance Team on April 29. Vice Chairman Natt asked Director Smith if she will be including in the budget the two countywide elections next year for the Public Service Commission. Director Smith stated she was planning to include these elections in the 2025 budget. A discussion from the board followed regarding poll worker compensation. C. Discussion of May 21, 2024 General Primary. and NonPartisan General Election 1. Logic and Accuracy testing Director Smith said the notice to begin logic and accuracy testing of the equipment to be used in the election ran in this past weekend's edition of the Forsyth County News. She said the ballot proofing process is complete but we do not have the ballot to begin testing. We are scheduled to start testing on Friday, April 5 contingent upon receiving the ballot package. Staff may begin testing this weekend or Monday depending on when our office receives the ballot package. 2. Early opening of absentee ballots Director Smith said she wanted to keep this item on the agenda for a future decision. She said the early opening of the absentee ballots went well for the PPP and she would like to open absentee ballots as early as is appropriate for the May 21 General Primary and Nonpartisan General Election. 3. Risk Limiting Audit Director Smith said with certification of the election being held one day later she anticipates the audit will take place May 30 and 31. Vice Chairman Natt with a second from Member Thalimer made a motion that per 0.C.6.A21-2-498 any ballot type cast in the election, i.e., ballots cast during Advance Voting, on Election Day, absentee by mail, UOCAVA or provisional that are not included in the statewide audit will be supplementally audited at the discretion of the BRE.
