Tony McCollum, Matt Fields, City Attorney Doug Ashworth, and City Clerk Tonya Allen. Attendance: Mayor Keith' Turman, Mayor Pro-Jason Phillips, Fletcher Hodges, David Pressley, Kenneth Roach, Issue: A. Variance Request = 250 Cook Street: Michael Crump addressed Mayor and Council. The wooden structure at 250 Cook Street is beyond repair. A variance request was submitted to Planning and Zoning to allow construction ofa duplex. This would be ai two-story duplex, almost like at townhouse structure. The lot size is .40, iti is under al halfofacre. The minimum lot requirement for a multi-family dwelling for ac duplex is. .68 acres. This is a variance because ofthe lot size. Hunter Downing, property owner addressed Mayor and Council. She stated that a variance was requested because oft the lot size being .40 acres. She stated that she would meet all the setbacks because she thought that her lot was the biggest one there. A copy ofthe site plan was given tot thel Mayor and Council for review. There would bet two units total on thej property. The total sq ft of the units is 1125 per unit. Paul Crawford, with the Zoning Committee addressed thel Mayor and Council. He stated that the committee passed the variance with a condition. The main concern was parking. It didn'tseem to be enough parking with two duplexes. A suggestion was made for two small townhouses, it would give more space around them, and more room for parking. The proposed zoning ordinance amendment which comes up for first reading tonight does three things: 1.Adds certain residential uses in central business districts zoning which was previously prohibited. 2. Itj prohibits occupancy of recreational vehicles in all zoning districts 3.Ito changes the definition of Zoning Administrator (The current definition of2 Zoning Administrator, states it is the person appointed by the City Manager to administer, the Zoning Ordinance. The amended definition will be broader. It says it is the person appointed by the City Manager to administer Zoning and Land Use Regulations. In the absence ofsuch appointment the City Manager shall be deemed. to be the Zoning Administrator. Those are the three changes in the proposed amendments for the zoning ordinance. Attendance: Mayor Keith Turman, Mayor Pro-Jason Phillips, Fletcher Hodges, David Pressley, Kenneth Roach, Tony McCollum, Matt Fields, City Attorney Doug Ashworth, and City Clerk Tonya Allen. Approval of Outstanding Minutes: Councilman Phillips made a motion to approve thel March 12, 2024, Regular Meeting Minutes, and March 19, 2024, Public Hearing and Called Meeting Minutes. Councilman Fields seconded the motion; motion carried 6-0. Additions or Deletions to Agenda: Add Item K: Railroad license agreement. Approval of Agenda: Motion was made by Councilman Fields to approve the agenda with changes. Motion was Main Street Update - Michael Crump: Last month received the annual state of] Mainstreet report from the state. Assessment was submitted to the national program, have been accredited nationally. Monday 4/15 Third Monday Artisan Walk from 5-7 downtown with as scavenger. hunt. Planning something each month to bring people downtown to shop. GA Cities Week April 21-27, working on weekly activities. April 26h tree planting at the Wellness Park at 10:00. AM.At 11:30. AM annual luncheon with employees, also recognizing Randy Smith retirement from the Sanitation Department, he has 38 years with the city. Also, on the evening of the 26"h at 7PM wel have ai free concert at the park at the Amphitheatre inj partnership with Old Corner) Hardware, RE/MAX Classic and Greyroom Industry. Featuring an upcoming artist Chandler Finnj performing on1 the Williams Family stage. Saturday, April 27th at11AM ribbon cutting at Jo. Adams building for Love' Them, Love Him. That evening the' TAMS will take the Williams Family Stage at the Royston Amphitheater: at' 7PM. This is a free concert. Coming up there will be another ribbon cutting on Church Street soon, date willl be announced. Mayor Turman encouraged everyone to come out to the park to hear the artists. He also made an announcement that the new. Papa Johns will be located at thel Dills Shopping Center, and the date for opening would be seconded by Councilman Phillips. Motion carried 6-0. announced soon. Old Business: A. 2nd Reading - Subdivision and Land Development Ordinance: Doug Ashworth addressed Mayor and Council. The first reading oft this ordinance took place on January 9, 2024. This will bet the second reading ofa an ordinance by the City Council of] Royston, Georgia to adopt the Subdivision Land Development and Building Ordinance and for other purposes. WHEREAS notice oft this proposed ordinance has been advertised in compliance with the Royston zoning ordinance and the Georgia Zoning Procedures Law. And WHEREAS, the Royston Planning Commission has held a public hearing and considered this matter, and WHEREAS, Thel Royston City Council held a public hearing on this matter. Now be it ordained by the City of Royston as follows the attached ordinance titled Subdivision Land Development and Building Ordinance in the City of Royston is hereby adopted. This completes the second reading. Mayor thanked everyone who helped work on the ordinance. Councilman Phillips made a motion to adopt the ordinance. Councilman Hodges commented that he appreciates the property owners for working with the city and coming up with aj plan ofwhati is B. Amend Zoning Ordinance: Doug Ashworth addressed Mayor and Council. This will bet the first reading ofthe proposed. amendment to the Zoning Ordinance. This is an ordinance by the City Council of Royston to amend the Zoning Ordinance, Article 2, Zoning Districts and Official Zoning Map, Section 212, CBD, Central Business District, to amend' Table 2-1 for all Zoning Districts to add the prohibition ofrecreational vehicle occupancy, to amend Article 9, Definitions, the definition ofZoning Administrator. This completes the first reading oft this C. Free Clean Up Week: Designated the week of April 15-19. Mayor stated that this was started two years ago. This ist to allow residents of the city tol have any type ofwhite goods tol be picked up at no charge by the citizens. This will also encourage: residents to make sure the yards arel kept up. He thanked the council for voting to get this done D. Cities Week Proclamation: Mayor Turman read Georgia Cities Week Proclamation. Councilman Phillips made a motion to accept the resolution. Councilman Hodges seconded the motion; motion carried 6-0. E. CityHall Roof: Received a quote from HBC Roofs to repair leak at City Hall, the quote is for $12,650. Councilman Phillips made ai motion to approve quote from HBC Roofs. Councilman Fields seconded the motion; F. Fire Department Roof: Received a quote from HBC Roofs to repair leak at thel Fire Department, the quote is for $5,260. Councilman Roach: made a motion to approve quote from HBC Roofs. Councilman Phillips seconded the G. Thomas Beusse- - Path Feasibility Study: Thomas Beusse gave aj presentation to the Mayor and Council on a path feasibility study. Mayor thanked Mr. Beusse for his time and told him they would reach out to him if H. Pump at River Replacement - Jason Phillips: Met with Michael Sanders (water superintendent), the main pump at the river hasn't been serviced since 2017. It's working, this is just to prevent a catastrophe: failure. This is a main service that we got a quote for. That's the company: removing the pump, servicing, and getting it back working again for $34,616.67.1 Mayor asked ifthe pump goes down will the city be down. Michael Sanders stated that we needed in Royston. Councilman Fields made ai motion to approve the purchase of Golf Cart Purchase at the Amphitheater- - Michael Crump: There was money put in the budget to purchase a golfcart for use at the amphitheater for park events, other events, to shuttle back and forth for parking. Looking at a 6-passenger golfc cart. Received a quote from NE GA Motorsports for $17,299.. Adventure Golfi for $18,370and Old 29 Golf Cart for $11,400. Councilman Phillips made a motion to approve golf cart purchase from Old2 29 Golf J. Late] Fees on Utility Bills: Mayor Turman addressed waiving late fees on utility bills. There have been al lot of concerns and calls regarding the utility. bills not being delivered in a timely manner. That has caused aj possible late feei for our citizens, there is no fault oft theirs or the city, thel bills have been sent out on time like they have always been done. There is aj problem with the mail and delivery service right now. He feels like the citizens that pay on time shouldn'tbe penalized because they didn'treceive: a bill. Councilman Phillips made a motion to waive late fees. Councilman Fields seconded motion. Discussion was. made. Councilman Phillips stated that he didn'tthinki it was just one month that it had been going on for 2-3 months and was getting worse. Mayor asks that they amend the motion to do a 90-day review to continue to waive late fees or start back charging. Councilman Phillips amended thei motion: for a 90-day review. Councilman Fields seconded the motion; motion carried 6-0. K. Railroad license Agreement: Doug Ashworth addressed the Mayor and Council. This topic came up at thel March regular meeting. This issue was first raised in 2019. Iti involves a cooperative effort between the city, thel Railroad and Hart County to extend the existing waterline down Old Elbert Rd to furnish water to Vanna Fire Department and some customers down there. The City Manager and Water Superintendent were authorized to get some pricing at thel last meeting. Joey Dorsey reached out to him and provided him with aj proposed 10-page license agreement between the Railroad and the city. Hel has reviewed the contract, and it is approved as to form by him. Mayor stated that part oft thei issuei in Vanna involved residents that had wells that had been dry, and they weren'tunable to get water. Not only willi it meet a need for thej people oft the Fire Department but also the other residents down there int the area. We are int the business to sell water, and have an opportunity to expand our water system, he thinks it's time to doi it. Councilman Phillips made ai motion to adopt thei railroad license agreement. Councilman Executive Session: Councilman Phillips made a motion to enter into executive session for discussion of Personnel, Real Estate, and Litigation; Councilman Hodges seconded the motion; motion carried 6-0. Executive session entered at 6:10 PM. Motion was made by Councilman Phillips to re-enter regular session; Councilman Hodges seconded the motion; $34,616.67.
