CONSIDERATION OF THE MARCH 13, 2024, MEETING MINUTES Commissioner Perusek moved, and Commissioner Scheefer seconded, and the Planning and Zoning Commission voted to approve the March 13, 2024, meeting minutes as drafted. Roll Call Yes: Dix, Tocke, Robinson, Iverson, Scheefer and Perusek Roll Call Absent: Oros (arrived at the meeting at 7:02 after the minutes) Roll Call No: Roll Call Abstain: Motion carried. V. PUBLIC HEARING AND ACTION: CU 24-1, CONDITIONAL USE APPLICATION SUBMITTED BY WHITNEY MEREDITH, FOR A TWO-UNIT HOTEL WITHIN Chair Tocke asked the Commission for confirmation of any ex parte contact or conflict of interest and no one had contact or conflict. Chair Tocke opened the public hearing at 7:02 pm. Hes stated the summary of order and procedure for the public hearing. Chair Tocke called upon Director Sinkewich presented the relevant code provisions and summarized the request oft the applicant. Chair Tocke asked the applicant, Whitney Meredith to present her request. Ms. Meredith stated her business is located at 229 North Main Street and she would like a 2- unit hotel at this location on the upper floors oft the building. She informed the Commission Commissioner Dix stated the pictures showed a nice steel exit off the alley and inquired how the applicant would manage handicap and emergency exit. Ms. Meredith stated the building, THE CENTRAL BUSINESS DISTRICT (CBD) staff toj present the application. that the historic use oft the site was a hotel. She stated it does meet the building code and it would take al lot to correct the front entry and would have to add an elevator. Emergency access is located in the front oft the building and from the Commissioner Robinson inquired on the parking agreement and stated it did not have a date. She also inquired about customer access to the units. Ms. Meredith stated entry was from Commissioner Scheefer asked for clarification on why the applicant needed a Conditional Use permit. Ms. Meredith stated when the units were constructed, they were long term rentals. She stated when she applied for a sales tax license she was told she needed a Conditional Use. The Commission discussed the application and short term rentals versus long term rentals within the Central Business District. The Commission asked staff some clarifying questions regarding accessibility requirements and the purpose oft the Conditional Use. Commissioner Robinson moved, and Commissioner Oros seconded, and the Commission voted to APPROVE Conditional Use. The Planning and Zoning Commission finds that the applicant is requesting a two-unit hotel within an existing three-story building, within the Central Business District which requires Conditional Use approval based on the City's Land. Development Code. 3. The Planning and Zoning Commission finds that the requested two-unit hotel is within the core downtown area on the west side oft the 200 block of Main Street. 4. The Planning and Zoning Commission finds that surrounding uses are mostly commercial 5. The Planning and Zoning Commission finds that the application is compliant with the review criteria that shall be met in order to approve a Conditional Use request. A. joint work session with City Council and the Commission with be in the coming months. VII. COMMISSIONER COMMENTS Commissioner Iverson moved to excuse Commissioners Oros and Scheefer from the March 13, 2024: regular meeting. Commissioner Dix seconded the motion.
