Vice Mayor led the Pledge of Allegiance. VM Gonsalves said she was pleased to hear that both Thornton Consolo and Paul Jones have made progresses in their recoveries. Police Chief, Chris Mynderup This section is toj provide staff an opportunity to present oral status reports on issues. No legal action is Reported a few events: PD! has been engaging in community events, such as the Halloween open houses in Jackson and in the County. PD attended the Big Rally, participated in the Community Harvest festival. Chiefwanted to give a shout-out to his officers for their participation in those community events. There was ai traffic collision that caused a fatality Saturday night near Scottsdale Rd.. The incident was under investigation Fire Chief, Dale Fishback Reported that JFD's Fire Marshal partner from AFPD is preparing for some interagency trainings. The Fire marshal has been conducting necessary residential and commercial inspections for City. JFD conducted ai fire drill at Argonaut High School. JFD's one water tender has been advertised as surplus equipment and hopefully can receive some good bids. The Dept. is making sure that Studebaker isi in good condition for Christmas Delights. City Attorney.Josh Nelson. No report. City Manager, Yvonne Kimball Reported that a few important projects have progressed to the public comments period. Sutter Creek Extension design is under CEQA review and public comments. COUNCIL REPORTS. This section is to provide Council members an opportunity toj present reports on their activities and to request item be placed on: future agendas. Councilmember Godde Attended a Council ofTourism Halloween gathering at Baker's St. West. It was a neat building. He also talked to a couple of Sutter Creek council members regarding their tree lighting night on the same night at Jackson's. The CMs did not know about the scheduling ahead oft the time. Councilmember Simmons Attended an ACRA meeting. Councilmember McLean Attended ACTC meeting. The City's creek walk project did not rank high enough to get funding, but he asked ACTC manager and the consultants to meet with Caltrans to review the application in January and see about reapplying. He also attended HJBA meeting. PW Sup. Wilder was there. Itv was a good meeting with a lot ofa attendees. He was excited. Vice Mayor Gonsalves Met with AWA folks along with Mayor and City staff. AWA wanted to explore the potential ofs sewer treatment, but needed to bring back more: information to City. VM also reported that she didi not appreciate what Sutter Creek did regarding their date oftree lighting. She emailed SC five council members and the City Manager. She then said that the AFPA meeting was canceled. The group is working on fire break on Raggio Rd. She has made Chief Fishback aware. 7. DISCUSSION CALENDAR. For the record: Action minutes provide the necessary documentation of City Council actions and audio recordings are retained for those desiring more detail on particular agenda item discussion. These audio recordings provide an accurate and comprehensive backup of City Council deliberations and citizen discussion. a. Receive, discuss and provide direction regarding (verbal) report from the Homeless Outreach Coordinator regarding the City's response to homeless issues. The Homeless Outreach Coordinator Christine Platt gave her monthly updates. She said last Thursday's Mission Blvd encampment clean up was a success. Many agencies came to help. She also reported that she has been having successes in placing unhoused into shelters. She has been working with someone who was developmentally delayed and had some mental health needs. She commented on the lack ofaffordable rental properties will continue to be very challenging. she was afraid that the high costs in housing would force more people to live on the streets. 11.14.2022 Meeting Minutes. Ms. Platt responded that the County position would focus on placing folks referred by the Social Services into existing shelter and housing programs whereas she has much broader outreach work to do. b. (Introduce) Ordinance # 727 Amending Chapter 14.04 oft the. Jackson Municipal Code, Adopting and Amending the 2022 California Building Standards Code and other Uniform Codes. waive thej first hearing, and direct toj procced with an adoption hearing/ Manager Kimball gave an overview. She explained that every three years, California updates the building codes. The City adopted the 2019 Building Codes in January 2020. Now it's time to consider and adopt the 2022 codes. The ordinance once adopted, will adopt the 2022 Building Code and a few other associated codes, such as the codes for swimming pool, spa and hot tub, Vice Mayor Gonsalves asked council for questions. Hearing none. She opened the public Peyton Pushies, Building Inspector, called in and said that all four cities and Amador County plan to implement the new codes January 1,2 2023. One notable amendment to the current building code is the elimination of the current snow-load requirement. He added that this should the Property Maintenance Code. hearing. make things easier to get structures built. No additional comments from the public nor the Council.
