No legal action is Superintendent, Bree Wilder reprotee that he spoke with Mary Hite, regarding the South Avenue creek behind their homes. Mr. Wilder and City Manager Kimball had a discussion about this and talked about trying to do aj permanent dig out on1 that ditch. He also reported that the DTSC Sutter St. drainage project, we met again last Thursday and they are going to redraw it and figure out the cost difference between the He also said that the squirrels and gophers in the Cemetery and Detert Park. We had an exterminator come out and we are hoping to see some signs of relief from that. We will have the exterminator back Lastly, he reported that the arch at the Catholic Cemetery was damaged by a Public Works employee with the City's backhoe. The arch is wobbly. We are working with insurance and the Catholic Church. Fire Chief Chief Fishback said that there was a fire behind Grocery Outlet last week, it was a fire in the middle of the night that lit up some pallets & cardboard behind the store. They were able to get it put out without any extension into the store. No cameras out in back ofs store and no witnesses. Also, Truck 1is out being evaluated, for some items that it failed on the test. It should be serviced and back in service in the next week. Lastly, Oct. 23rd, the Hook & Latter Association is hosting a Pancake Breakfast at Station Police Chief Chief Myndrup said that there was burgulary/vandism at St. Salva Mission. We do have a person of interest. He is aware of the fire out behind Grocery Outlet. Unfortunately, there are no witnesses. Chief Myndrup also stated that all are hearts and prayers are with the Thorton Consolo and Family on the tragic accident that he has had. Chieft Myndrup congratulated, CM Simmons for making new scope they want. Councilmember McClean lattended the ACTC meeting and was interested in hearing the School District talk about mitigating the traffic impact from the combined High Schools, withi this bond that they arel looking toj pass. Ialso attended the the Historic Jackson Business Owners Association this morning, where talked about the Sidewalk Sale that they had and that it was a success and they are going to try Wo makeitasemi-anmual event. Vice Mayor Gonsalves- Iattended the Chamber of Commerce Business Man of the Year, honoring Charlie Spinetta. Ialso attend the East Bay MUD annual BBQ. Ihave an Amador Fire Protection meeting, next Thursday. Vice-Mayor askedi ifwes sent al letter to the School District to seei ifthey could come and give aj presentation on the school school consolidation bond. City Manager Kimball stated that we could invite them to the next City Council meeting, ifthat is what the Council would like. Iwas approached by Rich Barrington when we were at the East Bay Municipal Utility District annual BBQ and he wants to have a meeting with me and another Council Member. I'm presuming that it will a. Receive, discuss and provide necessary direction regarding Ongoing federal aid funded projects - French Bar Bridge, Pitt Bridge, South Ave. Bridge, and Hwy 49 lighting project (City Engineer presentation) [an emphasis on Pitt Bridge ini response to prior public Matt Ospital from Webber-Ghio presenting on all 3 bridge projects and a hwy lighting project. French Bar Bridge: They are partnering with Burne Engineering, the structural engineers doing the bridge design and Sierra Geotech to help with the construction management, compaction Testing and the materials testing and ECORP is our Environmental Consultans that are helping with the permitting. Construction highlights: Established good rapport with the property owners. There will be disruptions. Minor detouring, good network for local roads and New water and sewer lines. Project schedule- Ifall goes right, this construction will start next Spring. Pitt Street Bridge: This is mainly the same team, but adding CMD West to help us with the comments] right-of-way process. There is ai rating system on a scale of0-100 and it came back at 22.5. Terrible shape. Since the rating was less than 50, sO we were 100% eligible for the funding. The Consultant, Burne Engineering Services Inc. did prepare a feasibility study at the beginning. Their preferred alternative was to replace the bridge. Ifthe Council wants to change things up, I see 3 possible 1. Tor refurbish the existing bridge. Keep it and bandaid it again. We did reach out to Cal-trans and they said ift the City chose to go this route, we would have toj pay back the funds they gave 2. Tor rehabilitate. Sutter Street Extension Project overview: Realign/Extend Sutter St from SR 49/88 to Hoffman St. to where the roundabout will be. Public Hearing: possible re-allocation(s) of funding for State Community Development Block City Manager Kimball introduced the Public Hearing for the State Community Development Block Grant (CDBG). She said that the City was awarded with both CV1 and CV2/3 grants in 2021. The CV2/3 grant is in the amount of over $266,000 and was used toj provide utility assistance grants. Three applicants were received and qualified for the grant. The total cost was over $10,000. The remainder oft the grant allocation can be sent back to the State or to be repurposed for another eligible project. one possible project is to repurpose the money towards finishing the civic center roof. The roof project had received the CV1 fund, but the CV1 fund was Mayor Stimpson opened the public hearing. Hearing no comments, Mayor closed the public He brought the discussion back to Council. VM Gonsalves asked whether the recent insurance claim can help with the civic center roof. City Manager Kimball, PW Superintendent Wilder said these are separate projects. City Manager Kimball said that the City Council directed us to proceed with Vukovich Way/Shopping Dr. We received enough public comments in support oft the paving. Staff was able to add the parking lot paving, around the Scout Hut area to this bid and as ai result, the amount was. large enough to go through a formal bidding process. We received 5 bids and the lowest responsible bidder is George Reed, Inc. and if Council wishes us to proceed, we would go with this Contractor, unless Council wishes us to go with one oft the other Contractor's. She also pointed out that the Luckovich Way paving has no designated funding source. The parking lot paving is funded by a park grant. Mayor Stimpson asked Council for questions.
