Urgency Ordinance No. 714 City Council Enacting a Temporary Moratorium on Evictions due tol Non-payment ofl Rent for Residential Tenants (urgency ordinance in response to City Manager Kimball explained that the proposed Ordinance No. 714 was created before Governor Newsom' 's Executive Order. It was drafted because the City had received a few calls from concerned Jackson residents requesting legislative actions to protect renters from eviction due to loss ofincome related to COVID-19. Resolution 2020-10 Approving ofthe Use of SB1 Funds. City Manager Kimball introduced the resolution and explained that the SB1 project list is required to submit annually. Next year's projects will be focusing on maintenance ofl heavily traveled roads. Mayor Stimpson opened for Public Comment, after hearing none brought back to Council where a Motion to approve Resolution No. 2020-10A Approving the Use ofSBI Funds dated April 01, 2020 as presented. Moved by Councilmember Sweet, seconded by Vice Mayor Gonsalves, motion was made. and carried by a 41 to 0 roll call vote: AYES: Stimpson, Gonsalves, Garibaldi, Sweet NOES: None ABSENT: Lewis ABSTAIN: None 842 N. Main St. Façade Grant Authorization. Councilmember Sweet announced he needed to excuse himself from this discussion item as he isa Subcontractor for the owner ofthis property. City Attorney Nelson stated that he would need to leave City Manager Kimball proceeded with the overview of this request as this is ai residential property that was nearing condemnation. The home was purchased at the Property Tax Sale where the new owners spent tens ofthousands of dollars improving. CM Kimball explained why she brought this to Council the room at this time due to conflict ofinterest.
