Mayor Stimpson led the Pledge of Allegiance. 1. PROCLAMATION. Item was pulled from the agenda and moved to next Council meeting on February 28th due to calendar conflict with the Argonaut High School Principal. 2. APPROVAL OF AGENDA. Fire Chief, Debbie Mackey January calls were up from 2021. Station purchased new software and getting used to the new JFD responded to a fire at the Kennedy Mines. Fire was in a toolshed from a burning barrel evidently started as a warming fire by the unhoused. JFD working on the apparatus inventory for the replacement of4 engines. Hook N Ladder is scheduled for Feb. 23rd. Recruit Academy is happening, they have 24 volunteers. format for the monthly reports. Attended Air District Meeting, discussion regarding clean air vehicles. Met with Supervisor Pat Crew regarding the Parking Lot at thel Library, discussions regarding joint venture. 8. City Manager Kimball reviewed ACTC's FY20/21 RTMF Annual Report as provided in the packet. Kimball pointed out Attachment A, Jackson only had one (I)project. Both Ione and Plymouth have more homes than Jackson. Mayor Stimpson opened for Public Comment. Dalacie Blakenship, COJ Finance Manager, pointed a small error on ACTC's report; page 3, last paragraph, first sentence reading "funding from the Sutter Street Extension" should be "funding from Wicklow Way Extension" (Wicklow Way is inl Martell, Amador County). In the absence ofN Ms. Gonzales, Keith Davis, former Member oft the Kennedy Mine Foundation and Cemetery Committee Chairman explained the upcoming Centennial Commemoration that will take place from August 27 - September 24, 2022. Mr. Davis reminded Council and participants that this was the worst mining disaster, losing 100 miners trapped and killed by the fire in the mine. There were over 60j journalists covering this story then. It was big news then. He also reminded everyone this is going tol be al huge event and wants the City to be prepared fori it. People will be staying the weekend in. Jackson hotels, going to our restaurants. Attending will be relatives of first responders, people from out-of-state and country (including people from Serbia), radio and tv coverage. Some oft the events happening will be the. Jackson High School band willl be playing, school kids will be doing aj play, there will be ar re-enactment, several church bells will be ringing throughout. Jackson. Several organizations are getting involved. As chair ofthe Cemetery Committee, Davis is working on getting the. Jackson Pioneer Cemetery cleaned up and fixing the deteriorating Ins support oft the. Possible direction to partially use the middle office unit at city hall for the Outreach City Manage Kimball explained that the middle unit office oft the office suites was originally going to be occupied by Council, but it was brought to her attention that Christine Platt, Homeless Outreach Council asked the reasons for why the Homeless Outreach Coordinator needed an office. Christine explained that one, this was aj pilot program and first to do this job. She often meets with the homeless individuals and often with aj police officer, she offers space for homeless to use a computer to look for jobs, she also needs space to store the Shower supplies (towels, soaps, etc.) and she has a lot ofZoom meetings and needs space to spread out instead ofworking out ofher car. Christine continues to work with the homeless. Assisted a stranded woman and replaced her out ofcounty. 2p people reached out for help with employment. Helped take aj person to rehab. current encampments, only signs ofo old camps. Checked out the fire location at the Kennedy Mines. She hiked all over the area and found no Christine explained, it is hard being homeless. Difficult story here, she was helping an unhoused 74- year-old woman, took her twice to the hospital for help. Twice released, took her to a hotel. While she was trying tol help and go through the tedious process ofmaking calls to different agencies and filling out paperwork for her, come to find out the woman died in her hotel room. The woman simply gave up. Granted she had al hard life, but the lady deserved help. Christine was one (1) document away from Housing remains a huge problem here in Jackson. Mark Oliveria, Jackson resident, spoke on the homeless and see's new people every day. He feels we are enabling them and feels we should harass them out oftown.
