Zieba RECOMMENDATION Adopt Resolution No. 2022-094 oft the City Council of the City of Reedley authorizing the submission of one grant application for the Cycle 6 2023 Regional Competitive Active Transportation Program (ATP). On September 26, 2013, Governor Brown signed legislation creating the ATP in the Department of Transportation (Senate Bill 99, Chapter 359 and Assembly Bill 101, Chapter 354). The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SRTS), into a single The purpose of the ATP is to encourage increased use of active modes of transportation by achieving EXECUTIVE SUMMARY program with a focus to make California a national leader in active transportation. the following goals: Increase the proportion oft trips accomplished by biking and walking Increase safety and mobility for non-motorized users Advance the active transportation efforts of regional agencies to achieve Greenhouse Gas (GHG) reduction goals, pursuant to SB 375 (of 2008) and SB3 341 (of 2009) Ensure that disadvantaged communities fully share in the benefits of the program Provide a broad spectrum of projects to benefit many types of active transportation users The City requested! $2,819,0001 int funding in the Statewide Cycle 6 Active Transportation Program (ATP) competition for the Reedley Parkway Phase VI (Project). The Project includes the construction ofa class 1 bikeway along eastern edge of the Sports Park, concrete sidewalk, curb, gutter and ADA curb ramps along Dinuba Avenue, the installation of a stop sign and cross walk markings at the intersection of Dinuba Avenue and Zumwalt Avenue, and trail lighting and street lighting as shown on the attached project location map. Some right of way will need to be acquired on the northern portion of Dinuba Enhance public health Avenue as part of the Project for the sidewalk and curb ramps. The Project was not successful at the statewide competition level. A total of 434 application were submitted to the State with at total request of $3.1 billion. Of those applications at total of 93 applications As part of the ATP there is a percentage of funding allocated to each regional transportation authority, including Fresno Council of Governments (FCOG), where participating agencies may apply for regional funding for projects through a competitive grant process. FCOG requires that all agencies submitting applications provide a resolution that expresses the City's commitment to and support of the project. The resolution confirms the City's approval of the project and dedication to deliver the project as The ATP Cycle 6 grant applications are due by November 18, 2022 to FCOG for regional consideration. The projects are anticipated to be scored on January 11, 2023, approved by the TTC/PAC on February 10, 2023 and approved by the FCOG Policy Board on February 23, 2023.
